Once upon a time, in the middle of winter, when snowflakes fell like feathers, a certain Queen _1_ at her window sewing. We say 'I wish I could' because 'could' shows a possibility and can be used for hypothetical (unreal) situations.
'Should' is usually used to show a duty.
